Serge Bauin, ingénieur de recherche CNRS, spécialiste des publications scientifiques à la DDOR, est chargé de mission auprès du Directeur Général Délégué à la Science pour faire évoluer les critères et méthodes d’évaluation en lien avec les enjeux de la science ouverte.

Jean-Jacques Bessoule est Directeur de Recherche au CNRS. Il dirige depuis 2013 le Laboratoire de Biogenèse Membranaire (UMR 5200 CNRS-Université de Bordeaux) qui travaille sur les membranes cellulaires des végétaux (Biochimie, Biologie Moléculaire, Biologie Cellulaire, Physiologie,etc.) avec un intérêt tout particulier pour les lipides de ces structures. Depuis 2017, Jean-Jacques Bessoule est chargé de mission à l’INSB et est en charge de tout ce qui concerne les publications (production, collaborations internationales, politique d’abonnement …).
Chérifa Boukacem-Zeghmouri est professeure des universités en sciences de l’information et de la communication à l’Université Lyon 1 (Département Informatique) et membre de l’Équipe Lyonnaise en Information Communication (ELICO 4147). S’appuyant sur le cadre théorique des industries culturelles et créatives, ses travaux de recherches analysent les mutations de la communication scientifique entre pairs, vers des modèles ouverts et collaboratifs. Les nouvelles formes de production, de circulation, d’évaluation et de légitimation de la recherche scientifique constituent ses principales thématiques de recherche. Elle a, dans ce champ, employé des approches qualitatives et bibliométriques qu’elle mobilise de manière séparée ou articulée. Elle a publié dans des revues nationales et internationales, organisé des évènements scientifiques et participé à la publication de deux ouvrages. Elle a également porté et participé à plusieurs projets de recherche nationaux et internationaux (financements publics et privés) dont les thématiques relèvent de l’économie politique de la publication scientifique.
Anne Cambon-Thomsen is a French medical doctor specialised in human immunogenetics and health ethics, now Emeritus Research Director at CNRS in an epidemiology and population health unit of Inserm and University of Toulouse. She is member of the International data policy committee of CODATA - the Committee on Data of the International Science Council (ISC) -, of the ReiSO (French network of international experts for Open Science) and of the CeSO (Comité de reflexion sur la Science ouverte de l’Université fédérale de Toulouse); she is an ambassador of the Research Data Alliance (RDA) for health sciences and research ethics, where she co-leads the interest group SHARC (Sharing Rewards and Credit) and co-led the working group on COVID-19. She has a strong record of past activities in ethics and scientific bodies, European and international projects and she is member of the European Group on Ethics of Science and New Technologies, of the governing board of EuroScience, of the Directoire of MURS (Universal Movement for Scientific Responsibility) ; she was the first co-director-coordinator of the Common Service ELSI (Ethical, legal and societal implications) of BBMRI-ERIC, the European infrastructure on biobanking and biomolecular resources, coordinated the international intiative BRIF (Bioresource Research impact factor) and is the Editor of OJB, The Open Journal of Bioresources. She previously directed two research Units (Inserm and CNRS) on human immunogenetics and on population genetics, a research team on genomics and public health and a societal platform at genotoul, now called Ethics and biosciences.
Donatella Castelli is Research Director at the “Institute of Information Science and Technology, A.Faedo” of CNR. She has been the technical coordinator of the various European projects that have created the OpenAIRE infrastructure. She has also participated in the starting-up of the D4Science Data Infrastructure and in supporting its evolution. She is a member of the Executive Board of the Italian Computing and Data Initiative (ICDI), connecting major Research Performing Institution in Italy active on Research Infrastructures and Open Science. She has been a member of the Board of Experts nominated by the Italian Ministry of University and Research to suggest priorities to be included in the National Plan for Open Science. She is also the Italian representative in the "Commission expert group on National Points of Reference on Scientific Information", which interacts with the Commission on measures and recommendations related to open access to publications, open research data, preservation of scientific information and e-infrastructures
Marin Dacos est le coordinateur national pour la Science Ouverte au Ministère de l’enseignement supérieur, de la recherche et de l’innovation (MESRI). Il a reçu la médaille de l’innovation du CNRS en 2016. Il œuvre depuis plus de vingt ans pour une diffusion des résultats de la recherche en libre accès pour l’ensemble de la société. Il a fondé et dirigé OpenEdition Center, une infrastructure nationale de recherche qui développe OpenEdition, un portail électronique en sciences humaines et sociales qui est devenu une référence à l’échelle européenne.
Thierry Damerval est Président-directeur général de l’Agence nationale de la recherche (ANR) depuis 2017. Ancien élève de l'Ecole normale supérieure de Saint-Cloud, agrégé de sciences naturelles et docteur en microbiologie de l’université Paris-Diderot, il a été chercheur à l’Institut Pasteur, rejoint le CEA en 1992 où il occupe différents postes de direction et d’encadrement de la recherche puis l’Inserm en 2007 comme directeur général délégué. Il a également conseiller technique chargé de la recherche et de l’innovation au cabinet du Premier ministre et directeur du cabinet du Ministre chargé de l’enseignement supérieur et de la recherche en 2005-2007. Il a été nommé président-directeur général de l’ANR en décembre 2017.
Kostas works at the European Commission, where he leads the unit in charge of Open Science in the directorate general for Research & Innovation since 1 June 2019. From 2014 to 2019 he led the unit responsible for EU international cooperation policy in STI and for relations with European Economic Area countries, Switzerland, Russia, Western Balkans, Turkey, all of Asia, Australia and New Zealand. Kostas has been developing EU policy and managing R&D programmes in the area of Science, Technology and Innovation (STI) in Brussels since 1992. Policy areas he has dealt with include open science and innovation, collaboration in research, industry-academia interaction, the governance of research commons, public-private partnerships, science diplomacy and international cooperation policy at bilateral and bi-regional level. At various points in time he has been responsible for funding programmes in future and emerging technologies, cyber-physical systems, ICT research infrastructure and big research data. In the academic year 2017-2018. Kostas was a visiting Fellow at the Lee Kuan Yew School of Public Policy at the National University of Singapore where he taught regionalism in Europe and in Southeast Asia. Before joining the Commission Kostas worked in the chemical industry in the USA and Belgium, lectured at the University and carried out research in Greece. He holds a PhD in engineering from the University of Massachusetts and an Advanced Professional Certificate in investment management from Drexel University in the USA.
Frank Miedema is Vice Rector for Research at Utrecht University, professor of Open Science, and chair of the Utrecht University Open Science Program. He studied biochemistry at the University of Groningen, specialising in Immunology, with a minor in the Philosophy of Science. He obtained a PhD from the University of Amsterdam at the Central Laboratory of the Blood Transfusion Service (CLB), now Sanquin. From 1983, he was a project leader there in the immunovirology of HIV/AIDS, as part of the Amsterdam Cohort Studies. In 1996, he was appointed full professor at the AMC/University of Amsterdam and became Director of Sanquin Research in 1998. In 2004, he became head of the Immunology Department at the University Medical Center Utrecht. From January 2009 to March 2019 he was dean and vice chairman of the Executive Board of the University Medical Center Utrecht. He is one of the initiators in 2013 of Science in Transition (https://scienceintransition.nl/en) who believe that the academic incentive and reward system is in need of fundamental reform. Next to Science for Science (articles), the impact on society must be valued more and societal stakeholders should be involved more integrally in the production of knowledge. His new book titled ‘Open Science, the very idea’, that describes recent developments in science from a historical, sociological, philosophical perspective and from a personal perspective will we published Open Access in the fall of 2021 by Springer Nature.
Fiona has a DPhil in English Literature (Oxon), and over 20 years’ experience in scholarly communications. She began her career with Oxford University Press, and held a range of roles with the publishers Wiley, Bloomsbury, and Random House. Since becoming a consultant in 2015, Fiona has worked with a range of research-producing and -adjacent organisations, among them funders (e.g. UKRI), service providers (e.g. Knowledge Exchange), and international organisations (e.g. Research Data Alliance). Now a founding member of MoreBrains Cooperative Consulting, Fiona also holds a range of service positions, including Vice-Chair of the Dryad Data Repository Board, Council Member for the European Association of Science Editors, and Steering Committee Member for the FORCE11 Scholarly Communications Institute (FSCI). She has written and presented widely about research data, new publishing models, persistent identifiers, and other emerging scholarly ecosystem initiatives.
Antoine Petit est président-directeur général du CNRS depuis le 24 janvier 2018. Agrégé de mathématiques et docteur en informatique de l’université Paris Diderot, Antoine Petit est spécialiste de méthodes formelles, principalement à base de systèmes de transitions, pour la spécification et la vérification de systèmes parallèles en temps réel. Enseignant-chercheur de 1984 à 2004, il a été assistant-agrégé à l’Université d’Orléans, maître de conférences à l’Université Paris-Sud puis professeur à l'Ecole normale supérieure de Cachan en 1994. De 2001 à 2003, Antoine Petit est directeur adjoint à la Direction de la Recherche du ministère, en charge des Mathématiques et des Stic. En 2004 il est détaché au CNRS, d’abord comme directeur scientifique du département Sciences et technologies de l’information et de la communication puis comme directeur interrégional Sud-Ouest. En 2006, il rejoint Inria pour diriger le centre de recherche Paris-Rocquencourt, avant d’être nommé directeur général adjoint. En 2014, il devient président-directeur général d’Inria.
Patrick Pintus is Scientific Deputy Director at CNRS-InSHS, Professor at Aix Marseille University and an honorary member of the Institut Universitaire de France. He was senior economist at the Monetary Policy Division of the Banque de France in 2015-17. A graduate of École normale supérieure, he holds a PhD from École des hautes études en sciences sociales (EHESS). He has held research and teaching positions at UCLA, Washington University in St Louis, the St Louis Fed, and Konstanz University. Most of his published academic research relates to the macroeconomic consequences of imperfections in capital and credit markets, and on the relationship between international financial globalization and growth. His more recent work focuses on the learning and effectiveness of monetary policy, the empirical link between public infrastructure and income inequalities, and interdisciplinary research together with neurobiologists on decision under radical uncertainty, with unexpected application to COVID-19. His most recent articles have been published in PLoS ONE, European Economic Review, Economic Theory, Journal of Economic Growth, Optimal Control Applications and Methods, and Review of Economic Dynamics, Economics of Transition and Institutional Change.
Professeur de l'Université Grenoble-Alpes, Alain Schuhl est un ancien élève de l'École normale supérieure de Paris. Titulaire d’une thèse en sciences physiques, il consacre ses travaux à la spintronique, d’abord chez Thales, puis en tant qu’enseignant-chercheur à Nancy et ensuite à Grenoble. Il y dirige le laboratoire Spintec de 2007 à 2010. Devenu membre senior de l'Institut universitaire en 2010, Alain Schuhl a également été directeur de l'Institut Néel à Grenoble entre 2011 et 2014 et directeur de l’institut de physique du CNRS de février 2015 à avril 2018.
Gunnar Sivertsen is Research Professor at the Nordic Institute for Studies in Innovation, Research and Education (NIFU) in Oslo, Norway. Sivertsen’s research contributes to science-based innovation in the development of research evaluation, research funding, and the use of indicators. He has advised the development of the research evaluation and funding systems in several countries.
Les travaux de recherche de Didier Torny se situent au croisement de la sociologie des mobilisations, de la sociologie du droit, de la sociologie de l’action publique et de la sociologie des sciences. Il poursuit actuellement un programme d’analyse de l’économie politique de la publication scientifique. Didier Torny travaille ainsi conjointement sur la valorisation des publications par toutes sortes de mesures (facteur d’impact, eigenfactor, présence dans des listes et classements, métriques alternatives), sur celles des dispositifs et outils d’évaluation par les pairs, et sur les transformations de l’économie des revues à l'heure de l'accès ouvert et, plus généralement, des modalités de la communication scientifique. Ses travaux l’amènent à développer un regard très large sur le plan disciplinaire, notamment en lisant et croisant différents travaux en STEM, en SHS, en scientométrie et en sciences documentaires. |
